　　Scope of Application

　　This standard specifies the allowable emission concentration limits and smoke blackness limits for particulate matter, sulfur dioxide, nitrogen oxides, mercury and its compounds in boiler flue gas.

　　This standard is applicable to steam boilers with a single output of 65t/h or less, hot water boilers of various capacities, and organic heat carrier boilers using coal, oil, and gas as fuels; Various capacity layer combustion furnaces and coal throwing machine furnaces.

　　Boilers using coal, water coal slurry, coal gangue, petroleum coke, oil shale, biomass formed fuel, etc. shall comply with the emission control requirements for coal-fired boilers in this standard.

　　This standard does not apply to boilers that use household waste or hazardous waste as fuel.

　　This standard is applicable to the management of atmospheric pollutant emissions from boilers in use, as well as the environmental impact assessment, environmental protection facility design, completion environmental protection acceptance, and post production atmospheric pollutant emission management of boiler construction projects.

　　This standard applies to pollutant discharge behaviors allowed by law; The site selection of newly established pollution sources and the management of existing pollution sources within special protection areas shall be carried out in accordance with relevant laws, regulations, and rules such as the Air Pollution Prevention and Control Law of the People's Republic of China, the Water Pollution Prevention and Control Law of the People's Republic of China, the Marine Environment Protection Law of the People's Republic of China, the Solid Waste Pollution Prevention and Control Law of the People's Republic of China, the Law of the People's Republic of China on the Prevention and Control of Radioactive Pollution, and the Environmental Impact Assessment Law of the People's Republic of China.

　　2. Requirements for Air Pollutant Emission Control

　　(1) Steam boilers with a capacity of 110t/h or more and hot water boilers with a capacity of 7MW or more shall comply with the emission limits specified in GB13271-2001 before September 30, 2015. Steam boilers with a capacity of 10t/h or less and hot water boilers with a capacity of 7MW or less shall comply with the emission limits specified in GB13271-2001 before June 30, 2016.

　　(2) Steam boilers with a capacity of 210t/h or more and hot water boilers with a capacity of 7MW or more shall comply with the air pollutant emission limits specified in Table 1 from October 1, 2015. Steam boilers with a capacity of 10t/h or less and hot water boilers with a capacity of 7MW or less shall comply with the air pollutant emission limits specified in Table 1 from July 1, 2016.
