　　Standardization of organizational system

　　1、 Units should implement a hierarchical fire safety responsibility system and a post fire safety responsibility system, establish and improve fire safety management organizational structures, establish a unit fire safety leadership group composed of fire safety responsible persons, managers, and department heads, determine fire safety responsible persons at all levels and positions, and build a hierarchical post fire safety responsibility system.

　　2、 The legal representative of a legal entity or the main person in charge of an unincorporated entity shall be the fire safety responsible person of the entity, who shall be fully responsible for the fire safety work of the entity and shall perform the following fire safety duties:

　　（1） Implement fire safety regulations, ensure that unit fire safety complies with regulations, and grasp the fire safety situation of the unit;

　　（2） Coordinate and arrange fire safety work with the production, scientific research, experience, management and other activities of the unit, and approve the implementation of the annual fire safety work plan;

　　（3） Provide necessary funding and organizational support for the fire safety of our unit;

　　（4） Determine the hierarchical fire safety responsibilities, approve the implementation of fire safety systems and operational procedures to ensure fire safety;

　　（5） Organize fire prevention inspections, supervise the implementation of fire hazard rectification, and promptly handle major issues related to fire safety;

　　（6） Establish dedicated and voluntary fire brigades in accordance with fire regulations;

　　（7） Organize the development of fire extinguishing and emergency evacuation plans that are in line with the actual situation of the unit, and implement drills.

　　3、 Units can determine their own fire safety management personnel as needed. The fire safety manager is responsible to the fire safety responsible person of the unit, and implements and organizes the following fire safety management work:

　　（1） Develop an annual fire safety work plan and organize the implementation of daily fire safety management work;

　　（2） Organize the development of fire safety regulations and operational procedures to ensure fire safety, and inspect and supervise their implementation;

　　（3） Develop funding and organizational support plans for fire safety work;

　　（4） Organize and implement fire prevention inspections and fire hazard rectification work;

　　（5） Organize and implement maintenance and upkeep of the fire protection facilities, firefighting equipment, and fire safety signs of the unit, ensuring their integrity and effectiveness, and ensuring smooth evacuation routes and safety exits;

　　（6） Organize and manage full-time fire brigades and volunteer fire brigades or micro fire stations;

　　（7） Organize the promotion, education, and training of fire safety knowledge and skills among employees, and organize the implementation and drills of fire extinguishing and emergency evacuation plans;

　　（8） Other fire safety management tasks entrusted by the unit's fire safety responsible person.

　　4、 The fire safety manager shall regularly report the fire safety situation to the fire safety responsible person and promptly report major issues related to fire safety. For units without a designated fire safety manager, the fire safety management work specified in the preceding paragraph shall be implemented by the unit's fire safety responsible person.
