Cement and other hard surfaces cover the original permeable surfaces, resulting in a lack of water infiltration systems and easy accumulation of water. Thirdly, the design standards for urban drainage systems are low. At present, the design of drainage facilities in some cities in China still follows the model of the former Soviet Union, using traditional reasoning formula methods with low standards and small pipe diameters, making it difficult to deal with large flow of incoming water. In addition, due to economic factors, there is a problem of "heavy emphasis on above ground and light emphasis on underground" in urban construction. In urban planning, the design of drainage systems is not sufficient and the standards are not high. In actual construction, there is also a clear lack of investment, resulting in outdated drainage systems that cannot keep up with the rapid development of the city. The fourth reason is that different urban terrains lead to waterlogging in some areas. The urban terrain varies from high to low. When the rainstorm suddenly falls, the water naturally gathers in the low-lying area, forming waterlogging. For example, the terrain of Shijiazhuang City is high in the northwest and low in the southeast, which can easily cause water accumulation in the southeast area during heavy rainfall. 2、 Professor Zhou Yuwen, a domestic expert in water supply and drainage and a professor at Beijing Institute of Technology, proposed a new concept of "urban drainage system" at the first urban flood prevention seminar in China. Professor Zhou pointed out that the planning, construction, and operation management of urban municipal pipeline networks cannot be completed solely by the urban drainage department. It requires the guarantee of regulations and the coordination and cooperation of multiple departments such as planning, landscaping, and water management. It may be difficult to implement in the short term, but this is the trend. It is necessary to formulate new urban drainage norms and standards, create urban drainage systems, and improve the ability of cities to resist waterlogging disasters in order to better solve urban waterlogging problems.
