　　In order to implement the "Regulations on the Administration of Pollutant Discharge Permits" and the "Overall Work Plan for Pilot Projects of Automatic Monitoring Data Labeling and Electronic Supervision of Pollutant Emissions in Thermal Power, Cement and Paper Industries", starting from early March, our city's ecological environment law enforcement department will carry out special inspections on the promotion of automatic monitoring data labeling and electronic supervision pilot projects in four key industries: thermal power, cement, paper and household waste incineration.

In the central control room of the enterprise, logging into the automatic monitoring system (enterprise end) can clearly view the marked data of the enterprise working conditions, and previous data records are presented in curves, making it clear at a glance. Once there are data anomalies or other situations, enterprises can independently mark them, upload supporting materials to report the situation, and discover and rectify them within a certain time. On the other side of the data, at the Zhuji Branch of the Shaoxing Ecological Environment Bureau, regulatory personnel only need to click the mouse to log in to the automatic monitoring system (management end) to view the real-time operation status of these key polluting units, including the condition labeling. In case of abnormal data and suspected environmental violations, the supervisor can send the whole process electronic supervision form of "pre-warning, in-process scheduling, and post-processing" to the pollutant discharge unit or the local branch bureau to urge and guide the pilot unit to verify and feed back abnormal data in a timely manner, so as to achieve digital supervision

　　This digital supervision model shifts the automatic monitoring and management of key industries to working conditions, improves the overall intelligent governance level of enterprise environmental supervision, further enhances the ability of pollution source automatic monitoring to detect and enforce environmental problems, and promotes the formation of a closed-loop management system for environmental pollution problems, including "discovery supervision rectification investigation". In addition, for enterprises, by independently marking operating conditions, it strengthens their main responsibility and forces them to discharge pollutants in accordance with laws and regulations.

　　According to the inspection results, all local branches have carried out pilot progress work in accordance with the unified deployment of the province, and have established special teams and issued work plans. A total of 21 pilot enterprises in operation were inspected this time. As of now, 8 thermal power enterprises have completed the upload of boiler evaporation capacity, 1 cement enterprise has completed the upload of kiln tail temperature, and 2 paper enterprises have completed mixed mining. At the same time, 57 issues were identified, such as some companies not yet developing pilot work implementation plans and assessment methods, some companies needing to strengthen solid waste management, some companies using accident emergency pools improperly, and some companies having damaged waste gas and wastewater treatment units.

　　Next, the Municipal Ecology and Environment Bureau will further require all regions to carefully compare and inspect the problems found during inspections, conduct comprehensive investigations, and strengthen the promotion and education of positive and negative examples; Taking this special inspection as an opportunity, we will accelerate the supervision of pilot enterprises to upgrade and transform their production, pollution control facilities, and automatic detection facilities, and implement the network transmission of supplementary parameters for pilot polluting units; At the same time, strengthen tracking and scheduling, timely supervise and correct situations such as "missing labels, wrong labels, and false labels", prevent automatic monitoring data, and investigate and handle environmental violations in a timely manner based on electronic supervision information.
