　　In order to effectively capture short-term and imminent macroscopic abnormal information of earthquakes, fully leverage the role of macroscopic observation in earthquake prediction and forecasting, and promote the standardization, normalization, and normalization of macroscopic observation business, the Emergency Management Bureau of Panzhihua City has recently carried out a reorganization, site selection, and construction of macroscopic observation points throughout the city.

　　In the stage of site selection for observation points, the Emergency Management Bureau of Panzhihua City, together with the Panzhihua Earthquake Monitoring Center Station of the Provincial Seismological Bureau and the emergency management bureaus of various districts and counties in Panzhihua City, formed a working group to conduct field research and investigation on 34 pre selected earthquake macroscopic observation points in the city. According to the requirements of site selection for earthquake macroscopic observation points, based on the principles of low environmental interference, high observation quality, and historical correspondence, 12 key observation points at the city level and 11 general observation points were finally determined and uniformly listed, clarifying information such as observation point names, observation projects, observer names, observer contact information, and abnormal reporting telephone numbers.

　　The reorganization and construction of macro observation points this time have retained some points with good observation quality and certain verification effects, eliminated some points with damaged observation environment and poor reliability, and focused on adding some points with better conditions near active faults. The sorted points should mainly focus on observing groundwater and animal anomalies, while conducting comprehensive anomaly observations of various types such as geology, meteorology, and vegetation. Further optimized the macroscopic observation network and improved the overall quality of macroscopic observations.

　　In order to continuously improve the quality of macroscopic observation, the Emergency Management Bureau of Panzhihua City has also formulated and issued the "Management Measures for Earthquake Macroscopic Observation in Panzhihua City (Trial)" and the "Notice on Further Strengthening Earthquake Macroscopic Observation Work", organized unified training for observers, signed the "Panzhihua Earthquake Macroscopic Observation Agreement" with observers, clarified the responsibilities and observation standards of observers, required observers to carefully fill out the work manual, identify precursor anomalies, report verification and processing procedures, strengthen observation point maintenance, and protect the macroscopic observation environment. At the same time, fully leverage the leading role of macro observers, carry out grassroots disaster prevention, reduction, and relief propaganda work, build macro observation points into popular science propaganda points for earthquake prevention and reduction, and continuously strengthen the network of group measurement and prevention.
