In 2004, the country introduced the "National Highway Network Plan", which proposed the goal of connecting all cities with a population of over 200000 to form an efficient transportation network; In 2008, the Guiding Opinions on the Adjustment of Highway and Waterway Transportation Structure were issued, proposing to accelerate the construction of the national expressway network and the construction of expressways serving the container ports of major coastal ports. In 2013, the country issued the "National Highway Network Plan 2013-2030", reaffirming the "71118" layout and, while maintaining the basic framework of the original national highway network plan, adding connections to cities with an additional population of over 200000, prefecture level administrative centers, important ports, and important international transportation channels. The plan aims to reach a total length of 118000 kilometers of national highways in China by 2030, with a long-term outlook of about 18000 kilometers.
Under the national highway development policy and the expansion of infrastructure investment in China, the construction investment in the highway industry has been continuously increasing. In 2017, the completed highway construction investment was 2125.3 billion yuan, an increase of 18.23% over the previous year.
