      Some people jokingly refer to education, healthcare, and housing as the new "three major mountains" facing China's high-quality development, which has led to the introduction of measures such as housing without speculation, cleaning up off campus training, and centralized procurement of medicine. The most difficult and impactful aspect of this is the reform of the real estate industry, which will inevitably involve its supporting industrial chain, especially the most important upstream industry - the steel industry. One issue must be clarified: controlling steel production is not only a requirement for environmental governance, but also an important prerequisite for high-quality development of the national economy. As for increasing the concentration of the steel industry and improving the quality of steel, these are all necessary reforms. From the perspective of carbon reduction, if we understand that reducing steel production is not only a requirement for environmental governance, but also an objective need for economic transformation, then we will understand the necessity of carbon reduction. Even if the emission standards of the steel industry are repeatedly optimized, it is impossible for steel production to return to the past. Meanwhile, from the perspective of coke, in addition to being a necessary fuel and reducing agent for steel smelting, it itself is carbon, so it should be one of the important factors to be reduced. Therefore, the intensity of restrictions on the coking industry is much greater than that on the steel industry, which is also forcing the steel industry to explore low-carbon smelting methods, such as hydrogen metallurgy. From the perspective of enhancing the ability to guarantee iron ore resources, increasing domestic mineral production is not only to offset the increase in steel costs caused by carbon reduction, but more importantly, to solve the problem of China's high dependence on Australian iron ore. The main purpose of increasing domestic iron ore production or mining iron ore in Africa is to reduce China's external dependence on iron ore. After reaching a historical peak of $233 per ton in May this year, the price of imported iron ore with a grade of 62% has fallen by nearly 60%. Overall, the author has the following viewpoints: reducing steel production is a protracted battle, and 2020 may be the peak year for China's crude steel production. Secondly, carbon reduction is a current policy factor, and it is expected that economic development policies will be formulated around carbon reduction in the next 30 years. Thirdly, the reform of the real estate industry is a barometer of steel demand, and its impact on the trend of steel prices will increase. Fourthly, the Federal Reserve's tapering and interest rate hikes are imminent and will enter a downward cycle. Fifth, the research and replacement of new energy is difficult to achieve in the short term, so it is difficult for the price of carbon to return to the past.

      The production and use of settlement plates: 1. The settlement plate is composed of steel plates, measuring rods, and protective sleeves. The size of the base plate is 120cm × 50cm × 3cm, and the measuring rod is made of Φ 40mm steel pipe, fixed in a vertical position with the base plate. The protective sleeve is made of plastic sleeve, and the sleeve size is suitable to cover the measuring rod and allow the ruler to enter the measuring head. As the filling height increases, the measuring rod and sleeve are also correspondingly raised, with each section not exceeding 55cm in length. After raising, the top surface of the measuring rod should be slightly higher than the upper opening of the sleeve. When not measuring, seal the upper opening of the casing with a cap to prevent the filler from falling into the pipe and affecting the sinking of the measuring rod. Before installation, the roadbed surface must be compacted, and the installation position must be measured. Once the position is fixed, the bottom elevation of the slab should be measured immediately, and this value should be recorded as the initial value. After filling the height beyond 20cm of the observation rod mouth, compact the entire section, and then extend the measuring rod and protective sleeve of the settlement plate. The extension method can be threaded connection or welding connection (measuring rod welding, protective sleeve connection with adhesive tape). After connection, immediately measure the elevation and calculate the actual connection length. (1) Dig a soil pit of about 500 × 500 × 500mm at the burial site, and level and compact the pit with 30-50mm thick yellow sand. (2) Place the settlement plate flat in the pit, fill the surrounding area with yellow sand and calibrate the level with a level, and then backfill the soil to level and compact it. (3) When filling, the filling should be compacted around the settlement plate first to protect the settlement. The protective sleeve should be buried 30cm away from the bottom plate. (4) After the previous layer of filling material is compacted, excavate the filling material to the protective sleeve at the pre embedded position, open the pipe plug to measure the elevation of the pipe head, and the difference between the two elevations is the settlement between observations. Then connect the previous section of connecting pipe and protective sleeve, measure the elevation of the pipe head, install the pipe plug, backfill and compact, and so on. The height of the pipe head with a good pipe plug should be 3-5cm lower than the formed filling surface
